- PCA is a subjective assesment, and continuous reassessment of an incident ,using TENR, based on information known about the situation and the subjects behaviour.

- Threat : anything that may harm or hinder - Exposure : potential for harm - Necessity : accessing all that is known about a situation and determining the need for intervention. - Response :acting in a reasonable, neccessary an propotionate manner
