What does R v Rua “Produce” Relate?
The words produce and manufacture broadly cover creating drugs by some form or process which changes the original substance into a controlled drug.
What does Saxton “Abroad” V Police relate?
“To introduce or to bring into NZ, or to cause to be brought in from another country”
What does R v “Final Destination” Hancox relate?
The element exists from the time the goods enter NZ until they reach their final destination and are no longer in possession or control of the proper authorities and become available to the consignee
What does ‘Import’ mean?
In relation to goods, means arrival of the goods somewhere in NZ from somewhere outside NZ.
Explain “Time of exportation”
The last place the craft carrying the goods calls immediately prior to proceeding to a point outside of NZ.

What does “Manufacture” mean?
Manufacture is the process of ‘synthesis, combining components or processing raw materials to create new substances

The offence is complete when the prohibited substance is created, whether or not that substance is useable or not.
What is a controlled drug analogue?
A substance with a structure that is substantially similar to a controlled drug.
All ‘analogues’ are classified as Class C.
