Mitigation - > Preparedness -> Disaster -> Response -> Recovery then go back to mitigation
Disaster phases
Mitigation refers to reduction of risk of a disaster that is foreseen or has happened previously
EX: ensuring home against flodding
Mitigation
Preparedness refers to being ready for a disaster that is imminent
EX: having an evacuation plan and understand what to do when flooding is imminent
Preparedness
Response is defined as the time right after the disaster and the response to the disaster
EX: timing of red cross and volunteer agencies after Joplin tornado/bombing in OK
Response
Recovery is defined as the period of time after response when life is normalizing
Go back to mitigation mode with new knowledge
Recovery
Triage Under Mass Casualty Conditions - tag sys
Red Tag – Emergent, immediate threat to life - need to be treated quickly or will die; lost an arm due to an explosion - need emergent services to survive
Yellow Tag – Urgent, major injuries that require treatment - stable at this time and can wait for while
Green Tag – Non-urgent, minor injuries that do not require immediate treatment - walking wounded
Black Tag – Dead or expected to die - no neuro response and during disaster seen as ok to not treat them because outcome towards people not as badly injuryed
