effectiveness and efficiency; appropriateness; educational and instructional material; organization and planning; behaviours and attitudes of learners and administrators; were the goals and objectives met? *need measurable objectives

Summative
In order to conduct a summative evaluation, it is necessary to have baseline data from the needs assessment to determine a group’s progress; we need to have a ‘before’ for our ‘after’
What type is best?
Formative, but you need both. Formative is continuous from the beginning of the program
Quantitative summative
anything numeric that expresses quantity; data analysis
Qualitative summative
descriptions; perceptions; and attitudes of populations; non-numeric data; observations, case study, interviews, surveys
Combination is best
