Why is delegated legislation used?
Because parliament is very busy and does not always have the time or expertise to deal with EVERY new law needed.
What are the laws created by delegated bodies called?
Secondary legislation
How does Parliament delegate its power to a secondary body?
By passing an Act of Parliament giving the power.
What are the Acts of Parliament giving power called?
Parent Acts
Are parent Acts primary or secondary legislation?
Primary

The Privy Council
What is the reason for Orders in Council?
So there can be a quick response in emergency situations

Constitutional Reform Act 2005 allows PC to alter number of judges in Supreme Court
Who are Statutory Instruments by?
Government Ministers
What is the reason for Statutory Instruments
Over 3000 made every year. Parliament could not cope with volume or complexity.

Building Regulations 2010
Who are By-laws by?
Local authorities and public corporations within jurisdiction e.g. airport
What is the reason for By-laws
Parliament has neither time nor the local knowledge to deal with these matters.
Example of a By-laws?
‘No ball games’. Or ‘no parking’ etc
