Parliament gives powers to enabling act to another body to carry out law

eg.minimum wage

- saves parliamentary time
- laws are made by those with the relevant expertise
- delegated legislation can be implemented quickly
- bylaws allow local knowledge to be taken into account
- flexible- Di can be changed more quickly than an act

- undemocratic-unelected people making law
- officials are not accountable to the electorate
- di is overused-many people may not understand the law
- lack of effective control
