First you frame the OE by identifying current state (understand the OE and what’s going on) and desired end state (what should it look like, vizualize the OE)
Next you frame the problem (what are the obstacles impeeding progress toward desired end state)
Next you develope an operational approach (what broad/general actions will solve the problem)
Finally you develop the plan (MDMP)
