Virgina Plan, Randolph –> single house chamber, equal representation of state regardless of inhabitants, legislature power of taxes and commerce
new jersey plan, peterson –> bicameral legislature, representation is proportional, lower chamber by citizens upper chamber by lower house
great compromise –> two chambers –> house of representatives - proportional representation, senate –> all states equal
low chamber can leavy taxes

- delegation to a small number of population –> wisdom + patriotism + love of justice
