issue: you cant be the judge in your own cause + a group of people cant be both parties and judges

A
way to solve that is through installing a federal republic
- rulers of the small democracy nominate the rulers of the larger democracy –> delegation fo power to a small number of citizens –> wisdom = know true interest of country + patriotism + love of justice = fariness
- greater number of citizens and states represented + violence less likely to happen –> bigger spheres that dont interfere therefore no common motive to suppress the minority
