• rulers of the small democracy nominate the rulers of the larger democracy –> delegation fo power to a small number of citizens –> wisdom = know true interest of country + patriotism + love of justice = fariness
• greater number of citizens and states represented + violence less likely to happen –> bigger spheres that dont interfere therefore no common motive to suppress the minority
