- 3/5th compromise –> 33% more representation
hindered civil rights as there was no majority - missouri comprmise

majority: Lincoln, republicans - 5 years of majority
14th amendment: citizenship if you’re under the us jurisdiction
15th amendment: right to vote regardless of ethnicity

1960: civil rights act –> sanctions to wh denies vote
1964: civil right acts –> ban of discrimination in public accommodation, schools and employment

hispanic rights
A
- chichano movement
- they benefitted greatly from the civil rights movement and amendments of the constitution that provided cvil rights
- 1970 congress was democratic (majority) - ballots in spanish if the population of the state is over 5% hispanic
- issue: they are illegal may of them dont have or request citizenship and live clandestinely therefore laws such as the 1996 welfare laws dont apply to them (food stamps and welfare benefits)
40% below age of voting –> might change
