What are components of the Senate?
A
- Counter- Majoritian
- Tradition of extended debate
- Any amendment can be offered to any bill, non-Germaness.

A
-A member of Senate, has a strategical talk to waste time, in order to postpone a vote.

What is a Hold?
A
- If a member places a Bill on the floor, will place a hold, and use the filibuster tactic
- Holds are usually placed on a controversial issue

What is rule number 22 and the significance?
A
- Instead of a filibuster being absolute, with majority of 65 member of Senate can remove the filibuster.
- This rule allows for a controversial issue to be voted on and remove a hold

What is the Unanimous Consent Agreement? (UCA)
A
- A majority and minority agree to suspend holds and not to filibuster and schedule conditions of debate
- Similar to rules committee in house of representatives
