Not defined in SZEA 1924, SZEA 1926 or SCPEA 1928.
Comp plans are essentials to
Help communities plan proactively.
Identify opportunities for change
and if inclusive and done with data the benefits outweighs the cost.

Identify Stakeholders Define Goals Gather info & analysis Develop Alternatives Select Alternatives "I Dont Go Down Stairs"
Implementation steps
Set a budget, establish action steps
After implementation is decided
Then comp plans need evaluation and amendments at regular intervals

Broad scope, topics of community-wide concern
Geographic extent covers the whole jurisdiction
Multiple goals and policies to implement over long period of time

Input from all segments of the community
Plan is readily available and easy to understand
Plan is formal adopted as policy by govt
Tribal Planning
Tribes do tribal planning, simliar to comp plans.
USDOT has a process to work on transportation planning with tribes. Some states do this too.
Good comp planning
Has social, economic, and environmental benefits that outweigh the cost of the plan
