Which publications could I find the International regulations for prevention of collision at sea!

Based in a court of law, these two publications would be a better answer as they are statutory law and are keep up to date.
Script 1 - Collision Avoidance, Keep clear, what is the process!
Take a regular series of compass bearing of the approaching vessel and if the bearings remain constant or do not appreciably change, then a risk of collision is deemed to exist.
If risk of Collision exists or CPA is unacceptable, then:
“Point at it” - this is the stand on vessel and shall maintain course and speed whilst monitoring the situation.
“Point at it” - this is the ‘giveaway vessel’, she shall sound 1 short blast on the ships whistle supplemented by 1 flash on the ships manoeuvring light and make a bold and substantial alteration of course to starboard.
I shall monitor the situation until I am final past and clear.
Script 3 - Collision Avoidance, Shall not Impede (Inside a narrow channel, or TSS or you sight a CBD)
- Take a regular series of compass bearings of the approaching vessel and if they remain constant or do not appreciable change then a ROC is deemed to exist.
If a ROC exists then the following; - ‘Point at it’ This is the “not to be impeded” vessel which shall continue with caution and monitor the situation.
- ‘Point at it’ This is the “not to impeded” vessel, it shall take early action to allow sufficient sea room for the safe passage of the other vessel not to be impeded.
- If the vessel “not to be impeded” finds herself in a close quarter situation, it shall sound 5 short and rapid blasts on the ships whistle, put a man on the helm and if no response then the steering and sailing rules apply when there is ROC and will act accordingly.
