Collective Security
A system where attack on one state is an attack on all

- Inclusiveness - all major states participate
- Consensus - all agree on what constitutes agression, coordinate, problem solved
- Credible Enforcement - aggression automatically triggers collective counteraction, defection problem solved
- Trust - all states trust system to deliver peace
