Refugee problem in Berlin

A

Between 1949-61 2.7 million east Germans crossed to west. All economy benefited ppl went to west, so east had skills shortage
This looked bad for soviets

Khrushchev Berlin ultimatum

A

November 1958
Said that all Berlin belonged to east and occupying troops needed to leave in 6 months
USSR knew that if it tried to push west out by force, a war start that they couldn’t win (usa had more nuclear weapons). So lots of summits took place

A

New government leader
USA refused to recognise his government because it meant a socialist country was in their sphere of influence
CIA tried to assassinate Castro, but failed
CIA convinced Kennedy that a us backed invasion of Cuba, designed to overthrow Castro, could solve the problem

A

Disguised planes were recognised and info was published. World knew that
Most Cubans liked Castro and didn’t want old leader Batista because he was corrupt had backed the invasion
Castro knew of the invasion in advance and lots of troops were prepared. Us troops surrendered

Alexander dubček

A

In jan 1968 he became leader of Czech
Good friend of soviet leader Brezhnev
Communist and supporter of Warsaw pact but wanted to make communism better and easier to live under
‘Socialism with a human face’
His reforms resulted in the Prague spring- period of increased political freedom in April 1968
Lots of criticism and communism resulted

A

More power to the Czechoslovakian parliament, soviet control reduced

How did Czechoslovakians respond to dubček’s reforms

A

Students, intellectuals, workers and young communists loved it
Also lead to writers writing books that were very critical about soviet style communism

How did other communists respond to dubček’s reforms

A

Prague spring horrified older Czech communists as they felt it would lead to collapse of communism in their country
Brezhnev and other Eastern Europe communists were very concerned. They feared Prague spring would lead to demands for reform elsewhere in east bloc that would threaten communist rule
Brezhnev had a dilemma- dubček was a friend and military action would ruin USSR reputation. On the other hand if he did nothing expectations would rise and eastern bloc might collapse

Building the Berlin Wall

A

Since the 4 summits failed and dint lead anywhere, Kennedy started to prepare for nuclear war
Khrushchev couldn’t risk nuclear war but ne needed to solve refugee problem that existed in Berlin
So he built the Berlin Wall in august 1961
Designed to prevent east Berlin ppl going to west and east Berlin ppl trying to move would be shot
12 August 1962 East German troops erected a barbed wire fence around West Berlin. Became a wall. Tanks deployed to stop western access to east. By late October 1961 West Berlin was completely cut off from East Germany
Khrushchev avoided war but still looked strong

Cuban missile sites

A

USSR saw Cuba ad a fix to a key strategic problem- the usa had missiles close to ussr (in uk) but the soviet unison had no missiles close to the
Cuba saw soviet missiles as a good way to prevent usa from invading Cuba again
Sept 1962 soviet ships carried nuclear warhead and missiles to Cuba
Oct 1962 usa spy planes photographed the Cuban missile sites and the secret was out
Us public learned that they war now in range of soviet nuclear missiles. Panic

Brezhnev’s response to Dubček’s reforms

A

He couldn’t allow the reforms as any weaknesses in control could damage the Warsaw pact- even though Dubček didn’t intend this
He failed to convince dubček to stop reforms
August 1968 ussr sent tanks to Prague and dubček was arrested
Czechoslovakia returned to being under strict soviet rule under Husak.

Consequences of Brezhnev doctrine
From now on USSR claimed right to invade any east country that threatened security of eastern bloc USA condemned invasion but didn’t do anything (feared war) Western European communist parties were horrified and declared themselves independent from the soviet communist party Yugoslavia and Romania also backed off from ussr, weakening the ussr grip on Eastern Europe

Brezhnev doctrine meant that ussr reserved right to invade any country in eat Europe Other east Europe states were required to rigidly stick to soviet style of communism or risk invasion

Impact of Berlin Wall
Western troops remained in Berlin Wall solved refugee problem Although it wasn’t nice it was better than war, and suggested user didn’t want a fully communist Berlin like before, which was good The Wall was a humiliation for the Soviet Union and a propaganda victory for the West, as it suggested that East Germans preferred living in capitalist West Germany and had to be forced to stay in communist East Germany.

Ich bin ein Berliner Expression of solidarity with West Berlin, fact that Kennedy chose to visits the west demonstrated that usa and nato were prepared to defend the west from communist attack

Short term consequences of CMC
Communist Cuba survived as Kennedy gave assurances that USA wouldn’t invade again USSR looked weak as the world didn’t know the USA removed missiles from Turkey. This undermined Khrushchev and Brezhnev replaced him in 1964 US doves came out too, as their desire to avoid war resulted in missiles being withdrawn

CMC timeline (1962)
16th Oct- President Kennedy is informed that US spy planes have found missile sites on Cuba. 22nd Oct- Kennedy decides against an attack. Orders a blockade of Cuba. 24th Oct- ussr says a blockade is an action of aggression and its ships will ignore it 25th Oct- USA and Soviet Union prepare for immediate nuclear attack 27th Oct- Cuba gets ready for invasion. Khrushchev offers to remove missiles from Cuba if USA does the same from its Italy and Turkey bases. A US spy plane is shot down over Cuba. US'hawks' demand retaliation. Robert Kennedy sets up a deal in which the USA would secretly withdraw warheads from Italy and Turkey. 28th Oct- Khrushchev agree to the deal: missiles withdrawn in return for USA agreeing never to attack Cuba and taking its missiles out of Italy and Turkey.

Impact of Soviets response to Prague spring on west
US and west Germany condemned it and Brezhnev doctrine ‘rape of Czechoslovakia’ But no military support was given by them. They were already in Vietnam war and didn’t want international crisis Communist leaders were appalled by invasion, so countries like France and Italy therefore began to end their links with USSR

Impact of Prague spring on superpower relations
The Soviet invasion of Czechoslovakia did little to damage the growing détente between East and West. This was helped by the fact that relatively few people (less than 100) died as a result of the invasion. • However, the invasion did create a sense of complacency in Brezhnev’s mind. He believed that any Soviet military intervention in areas that contained pro-Soviet governments would not be challenged by the United States. This view proved to be mistaken following the Soviet invasion of Afghanistan in 1979.
