Needs Assessment: roles – managers into cohorts, individuals – focus on bottom cohort triage categories 1(likely to improve) and 2 (plan already in place)
Design: pretest – employee opinion survey, 360 feedback, self-assessment, individual plans – forming training program to all; personalized feedback, formal individual coaching
Delivery: individual action plans rolled out
Evaluate: noticed improvement, cultural shift to accountability, actual data – almost all managers in program improved

Emerges when:
- Learning is framed positively, and realistic expectations set
- Management actions and behaviours are supportive
- Training mandatory when necessary; balanced with optional training
- Measures in place to prevent decay

It is an organization commitment to ongoing learning, and process of sharing, support, communication, and understanding that the moves the organization forward.
A culture of learning happens when workplace leaders provide opportunities for learning in a supportive environment.
