the strategy to be used is quick extinguishment followed by withdrawal of all companies from the area.
the first operational objective is the containment of the fire.
salvage and overhaul will not be performed.
heavy streams will be used for a quick knockdown if possible and practical.
how should fire control teams operate in the civil disorder area?
teams responding in the troubled area will not use lights and sirens, and will proceed with caution
members shall wear all personal protective clothing
while enroute to and from the troubled area
axes and tools shall be carried inside compartments and out of sight
communication will be through the team commander at the scene
teams going in service will report to I c and not to oec
