Question 1

וַיֹּ֣אמֶר דָּוִ֗יד שְׁלֹמֹ֣ה בְנִי֘ נַ֣עַר וָרָךְ֒ וְהַבַּ֜יִת לִבְנֽוֹת־לַֽה לְהַגְדִּ֨יל ׀ לְמַ֜עְלָה לְשֵׁ֤ם וּלְתִפְאֶ֨רֶת֙ לְכָל־הָ֣אֲרָצ֔וֹת אָכִ֥ינָה נָּ֖א ל֑וֹ וַיָּ֧כֶן דָּוִ֛יד לָרֹ֖ב לִפְנֵ֥י מוֹתֽוֹ

Answer 1

Chronicles likes to emphasize David’s role more than nevieim rishonim. they emphasize David (and that under him all the Temple goods were amassed) over Solomon (who actually built the Temple) אָכִ֥ינָה - I will prepare

I Chron 22:5
5 And David said: ‘Solomon my son is young and tender, and the house that is to be builded for the LORD must be exceeding magnificent, of fame and of glory throughout all countries; I will therefore make preparation for him.’ So David prepared abundantly before his death.

Question 2

וַיְהִ֨י עָלַ֤י דְּבַר־ה֙ לֵאמֹ֔ר דָּ֤ם לָרֹב֙ שָׁפַ֔כְתָּ וּמִלְחָמ֥וֹת גְּדֹל֖וֹת עָשִׂ֑יתָ לֹֽא־תִבְנֶ֥ה בַ֨יִת֙ לִשְׁמִ֔י כִּ֚י דָּמִ֣ים רַבִּ֔ים שָׁפַ֥כְתָּ אַ֖רְצָה לְפָנָֽי: הִנֵּה־בֵ֞ן נוֹלָ֣ד לָ֗ךְ ה֤וּא יִֽהְיֶה֙ אִ֣ישׁ מְנוּחָ֔ה וַֽהֲנִח֥וֹתִי ל֛וֹ מִכָּל־אֽוֹיְבָ֖יו מִסָּבִ֑יב כִּ֤י שְׁלֹמֹה֙ יִֽהְיֶ֣ה שְׁמ֔וֹ וְשָׁל֥וֹם וָשֶׁ֛קֶט אֶתֵּ֥ן עַל־יִשְׂרָאֵ֖ל בְּיָמָֽיו

Answer 2

Gives reason for why God tells David not to build temple. it is because he had blood on his hands. no reason given in Shmuel מְנוּחָ֔ה - rest וַֽהֲנִח֥וֹתִי ל֛וֹ מִכָּל־אֽוֹיְבָ֖יו מִסָּבִ֑יב- I will give him rest from his enemies which surround him.

וַיָּ֨קָם דָּוִ֤יד הַמֶּ֨לֶךְ֙ עַל־רַגְלָ֔יו וַיֹּ֕אמֶר שְׁמָע֖וּנִי אַחַ֣י וְעַמִּ֑י אֲנִ֣י עִם־לְבָבִ֡י לִבְנוֹת֩ בֵּ֨ית מְנוּחָ֜ה לַֽאֲר֣וֹן בְּרִֽית־ה וְלַֽהֲדֹם֙ רַגְלֵ֣י אֱלֹהֵ֔ינוּ וַֽהֲכִינ֖וֹתִי לִבְנֽוֹת: גוְהָֽאֱלֹקים֙ אָ֣מַר לִ֔י לֹֽא־תִבְנֶ֥ה בַ֖יִת לִשְׁמִ֑י כִּ֣י אִ֧ישׁ מִלְחָמ֛וֹת אַ֖תָּה וְדָמִ֥ים שָׁפָֽכְתָּ

David tells others why he will not build the Temple. b/c he is a man of war who spilled blood. שְׁמָע֖וּנִי - listen to me וְלַֽהֲדֹם֙ רַגְלֵ֣י - footstool וַֽהֲכִינ֖וֹתִי - I prepared
