Need to ^ public health capacity, involve medical field, cultural changes around social norms + commercial standards.

Need to intervene by addressing the following: tobacco, cancers w/ early detection, and poor diet/physical inactivity/obesity.
Need infrastructure + system that makes prevention and early detection important! Inc. behavior change programs.

Why increase?: ^ life exp., aging of society, new drugs, medical procedures to turn fatal disease to life-long condition.
Goal: Transform HC system to 1 orientated toward providing ongoing, coordinated care.
