In recruitment ans registration Handlers and Co- Handlers must
Examine motivation of potential CHIS
Ensure CHIS are managed and registered in accordance with policy
Comply with conditions of contact as imposed by the controller and/or HSMU
Register CHIS within 5 days unless otherwise approved by OC HSMU
Conduct authorised recruitment process with potential CHIS
Consider the welfare of the YP in accordance with CYPS act
Request reimbursement of expenses
Complete a risk assessment
Complete registration form at the time of registration
Ensure supervisor and controller are aware of any concerns
Regularly asses the CHIS, risks, quality and reliability
Management - Handlers and co-handlers must
Maintain files in such a way as to preserve the confidentiality of the CHIS
Complete Information reports after every CHIS contact
Update CHIS profiles after meetings have taken place
Ensure CHIS documents are handleled securely
Allocate sufficient time for profiling meetings
Develop the initial CHIS profile and update the profile after meetings
Strictly control the identitiy anonymity and scurity of the CHIS
Ensure the CHIS understands their registration does not automatically protect them from prosecution for any unlawful acts
Advise supervisor and controller of all proposed contact meetings before the meeting takes place
Comply with conditions of contact as imposed by controller and/or HSMU
Letters of assistance handlers and co handlers must
contact HSMU to advise that a letter of assitance if being considered
Forward letter to HSMU for vetting and sign off by the district crime manager or DC
Not become involved in negotiations with defence council
Taskings - Handlers and co-handlers must
Ensure that all CHIS profiles are complete and comprehensive as possible
Make contact with the CHIS for whom there is a hit returned from a system search
Consider the possibility of the CHIS being compromised in completing the tasking and ensure a risk management plan is in place
Ensure CHIS fully understands the tasking and are capable of completing the tasking without being compromised
Ensure CHIS documents are handled securely
Rewards - Handlers and co handlers must
Submit applications for rewards and ancillary expenses
Avoid creating expectations on the part of the CHIS
Carefully plan for and manage the potetional impact that large sums of money have on a CHIS to avoid exposure
Ensure rewards are paid as per policy and the recipt forwarded to OC HSMU
