What does CPP stand for?

What is the CPP?
a joint process followed when CYF and Police respond to actions or behavior that may constitute a criminal offence
What are the criteria for CPP?
Sexual abuse
Physical abuse
Neglect
Define sexual abuse in the context of the CPP
an act involving circumstances of indecency with or sexual violation of a child or using a child in the making of sexual imaging
define physical abuse in the context of the CPP
when the actions of the offender result or could potentially result in physical harm or injury being inflicted on a child. This is also known as a non-accidental injury
What are the three criteria when establishing if physical abuse meets the CPP threshold?
The action of the abuse
the injury inflicted
the circumstances
List the actions that will meet the CPP threshold for physical CPP referral
- blow or kick to head
- shaking of an infant
- strangulation
- use of an object as a weapon
- attempted drowning
List the injuries that will meet the CPP threshold for physical CPP referral
- bone fracture
- burn
- concussion or loss of consciousness
- any injury that requires medical attention
- any bruising or abrasion when the child is very young or position and patterning make it unlikely to be caused by play or another child or accdient
If the action or injury does not meet the threshold what are some other factors to consider?
- Age and vulnerability of the children
- are the more then one offender
- history of abuse
- was there a high degree of violence
- the offenders history of offending
Define neglect in relation to CPP
is when a person intentionally ill-treats a child or causes or permits the child to be ill-treated in a manner likely to cause the child actual bodily harm, injury to health or mental disorder or disability. This ill-treatment or neglect must be serious and avoidable
What are examples of neglect
- not providing adequate food/shelter/clothing
- not protecting the child from physical harm or danger
- not accessing appropriate medical care
- allowing children to be exosed to the manufacture of illicit drugs
- allowing a child to be exposed to an enviorment where volatile, toxic or flammable chemicals have been sued or stored
What is the three steps CYF and police must follow
Referral
Consultation
Agreement
What is the form used for inter agency co-operation?
Initial Joint Investigation Plan (IJIP)
What must the Initial Join Investigation Plan (IJIP) consider?
- immediate safety of children exposed to risk
- referral to a medical practitioner
- management of initial interview
- if a join visit is required
- collection of any physical evidence
- any further actions agreed for police and/or CYF
