the 3 ways in which public policies are expressed:
- formal government actions- laws and ordinances (either federal, state, or local)
- judicial- court decisions
- less formal government actions- stated goals, desires, direction
why do public admins play a crucial role in public policy making?
their specialized knowledge, training, and experience. In general the more complex the policy issue, the more important the role of admins is.
what does a good analysis process look like?
it creates knowledge, facts, justification, trust, and a rational for which alternative should be chosen
