machines, devices and an understanding of their operation and how they fit into society. Must have 3 elements. Pieces of apparatus, techniques of operation, the social institutions in which technical activities take place.
Define instrumentalism
technology is a value neutral tool that helps us achieve our goals more efficiently
Define determinism
technology operates according to an inherent, internal logic; the effects of technology are imposed by the technology itself.
Define substantivism
tech operates according to inherent logic at expense of humanity.
Define liberalism
Human excellence is promoted by universal power of tech.
Define constuctivism
tech is socially constructed and shaped by social forces.
Define critical theory on technology
humans have choices in how they develop, use and engage with tech.
Define technological imperative
the belief that we should continue to develop and use new tech.
Define technological determinism
the belief that new tech innovations will shape society at full capacity.
Define policies
ensure that needs of the public, cultural and national groups are met. Ensure that certain businesses do not prevent others from continuing.
Define geoblocking
limiting online content based on region
Define network neutrality
all points on the network are equal while it is neutral
Define technology transfer
the export of techs from one country to another
Define collective rights
power to forbid the import or export of certain types of info

the right to seek, receive and impart info
