Vision and long term goal for road safety in NZ
A safe road system increasingly free of death and serious injury.
How does safe system differ from traditional approaches
Rather than always blaming the road user for causing a crash it acknowledges that even responsible people sometimes make mistakes in their use of the roads.
What are the safe system objectives (3)
Make the road transport system more accommodating of human error.
Manage the forces that injure people in a crash to a level the human body can tolerate without serious injury.
Minimise the level of unsafe road user behaviour.
What is the key design factor for the safe system
The human body’s tolerance to crash forces. Crash forces would be managed so they do not exceed these limits.

1 Road controlling authorities - design build and maintain roads.
2 Vehicle industry - provide safe vehicles.

5% reduction in road deaths each and every year
Fleeing driver policy - overacrching principle.
Public and Police employee safety takes precedence over the immediate apprehension of a fleeing driver.

Fleeing driver incidents managed in safest poss manner.
Inquiry phase is preferred over a pursuit.
Only commenced and/or continued when the seriousness of offence and necessity of immediate apprehension outweigh the risk of pursuing.
Fact that driver is fleeing doesn’t justify pursuit.
Decisions to abandon will be supported.
Use risk based assessments (TENR) and apply flexible response to changing circumstances.
Fleeing drivers held to account.
Key objective of fleeing driver incidents
Resolving pursuit as safely and quickly as possible, using the least amount of force.
What does TENR ensure during pursuit
Actual or perceived risks are fully understood on a continuing basis. Tactical options available are understood and deployed appropriately.
Who is pursuit controller
Police comms shift commander or field supervisor if authority delegated. Police comms retain overall operational oversight even though command may have been passed. Comms may retake command.
Overriding principle of applying TENR to pursuits.
Safety is success.
