The Open-Door Policy invited thousands of new settlers and a variety of religious groups to Pennsylvania. Because the Dutch that had settled in Pennsylvania were civil to all religions, Pennsylvania became the most diverse colonies of that time. Establishing schools was now the responsibility of the church instead of the state. As churches were able to buy their own land and build their own schools, a free market was established.
