Hazardous material
Any substance or material in a form that poses an unreasonable risk to health, safety, and property when transported in commerce or kept in storage at a warehouse ,port, depot, or railroad facility
CFR
Stand for: code of federal regulations
4 levels of training for emergency response to hazmat
- First responder awareness
- trained to recognize the problem and initiate a response from the proper organizations. - there are no minimum training hours required - First Responder Operations
- this level of training is for those who initially respond to releases of hazardous materials to protect people, property, and the environment.
- they stay a safe distance, keep the incident from spreading, and protect others fro any exposure
- minimum of 8 hours of training is required - Hazardous materials technician
- this level is for rescuers who actually plug, patch, or stop the release of a hazardous material.
- a minimum of 24 hours of training is required - Hazardous Material Specialist
- level of rescuer is expected to have advanced knowledge and skills and to command and support activities at the incident site.
- a minimum of 24 hours of additional training is required
Safe zone should be?
Should be on th same level as And a plan from the Internet site. Avoid being down hill in case there are flying liquids or passes that are burning or otherwise unsafe
Hot zone
Area immediately surrounding a hazmat incident; Extend far enough to prevent adverse effects outside the zone
Warm zone
Area where personal equipment decontamination and hot zone support take place; It includes control points for the access corridor and, thus, assists in reducing the spread of contamination
Cold zone
Area where the incident command post and support functions are located
What are we to obtaining information safely?
- Use binoculars to look for identifying signs, labels, or play cards from a safe distance
- Search for placards
- Look for labels
- Check for invoices, bills of loading (trucks), and shipping manifests (trains)
- Review safety data sheets (SDS)
- Interview workers or others leaving the hot zone
Placards display?
Blue indicates - health hazards
4-deadly 3-extreme danger 2-hazardous 1-slightly hazardous
Red indicates - Fire hazard
Flash-points 4-below 73F 3-below 100F 2- below 200F 1- above 200F
White indicates specific Hazards
Oxidizer - OX Acid - ACID alkali-ALK corrosive - COR
Yellow indicates reactivity
4- May detonate 3- shock and heat may detonate 2 - violent chemical change 1 - unstable if heated
Decontamination
A chemical and/or physical process that reduces or prevents the spread of contamination from persons or equipment; the removal of hazardous substances from employees and their equipment to the extent necessary to preclude foreseeable health effects
