Definition - Program
The activities conducted by and at an institution that have a direct impact on the well-being of animals, including animal and veterinary care, policies and procedures, personnel and program management and oversight, occupational health and safety, IACUC functions, and animal facility design and maintenance
What should an institution establish and provide to a program?
Should establish and provide sufficient resources for a Program that is managed in accord with the Guide and in compliance with applicable regulations, policies, and guidelines

- Consideration of alternatives to reduce or replace use of animals
- Design and performance of procedures on basis of human or animal health, advancement of knowledge, or good of society
- Use of appropriate species quality, and number of animals
- Avoidance or minimization of discomfort, distress, and pain
- Use of appropriate sedation, analgesia, and anesthesia
- Establishment of human endpoints
- Provision of adequate veterinary care
- Appropriate transportation and husbandry directed and performed by qualified personnel
