Agency point of view
Stresses protection of the agency’s budget, powers, staff, and routines, often at the expense of what elected officials may want.
Modern administrative state
Consists of vast, interconnecting webs of complicated administrative systems, regulatory procedures and nameless bureaucrats
Bureaucracy
Means government by agency. The term is commonly employed to describe the collection of agencies a government creates to impose regulations, implement policies, and administer programs.
Political appointees
Hold the highest executive positions, and come and go with changing presidential administrations
Career civil servants
Occupy the middle management, professional, technical, and clerical positions- obtain their jobs on the basis of merit and are protected from being fired for political reasons
Enabling legislation
Legislation which creates agencies. Often vague
Independent agencies
Part of the federal bureaucracy. Not major executive departments
Legislative veto
A device whereby congress, one chamber of congress, or even one congressional committee can veto agency decisions that are based on delegated authority
Meritocracy
A system in which officials are recruited, selected, and retained on the basis of demonstrable merit.
Sunshine laws
Laws which make an effort to open up the bureaucracy and “let the sun shine in”
Whistle blowers
People who warn authorities and the press when their agency is acting out of line
