- limited governemnt
ensuring individual freedoms werent over powered by a tyrannical governemnt - separation of powers
- checks and balences
- bipartisanship
branches have to co-operate together to make changes - federalism
why do budget proposals have to start in the house of representatives
under 17th amendment house of. representatives have t be directly elected. therefore they will better represent people of the US when creating taxes
what is the necessary and proper clause
allows Congress to make laws that are needed for carrying out the constitution correctly
what do you need a super-majority to do
- ratify treaties
- impeachment
- amending constitution

what is the problem with the president having executive powers?
can create ‘executive agreements’ which arent official like treaties but do the same thing which helps them get away with bypassing having to get a supermajority in congress

any power not specifically given to the federal government by the Constitution belongs to the States and the people.

presidents can only be incumbent for 2 terms (8 years)

the two stage process.
congress passes amendment with super maj (or from the constiutional convention)
and is ratified at state level needed 3/4
why are there so few amendments (supermajorities)
house of representatives today has 435 members and need 278 to agree
as well as the senate having 100 members and 67 to agree
this level of concencus especially in the current political climate is near imposible as the idea of bipartisanship is slowly fading away

why are there so few amendments (culture)

some who favour greater state intervention and those who want more federalism means its very difficult to get state and local represetantived to pass particular ammedments
