Municipal regulators & Provincial or Federal regulators
They look out for public safety and ensure projects comply with zoning laws, building codes and environmental issues.
How do governments finance projects? How do private companies do that?
Governments - Finance through taxpayer dollars
Private - Their own money, investors, or bank loans
