All power resides in the central government

It’s a minority party has officeholders it gains access to the media throughout the year and getting publicity. Second no single party is likely to gain a majority of the seats. Because coalitions break down, the governments are less stable.
What is a coalition government?
Party with the most seats must align itself with one or more of the smaller parties

People share a consensus on key issues
Power is widely dispersed on different groups
