Use and checking of altimeters
- Clear policy to be described in OM for all phases of flight

Status of AOCRD
- In support of powers of Director in AN(HK)O Art 6
- AOCRD is not law, non-compliance not offence, but in extension an offence to ANO Art. 6
- Applicant for AOC to comply with AOCRD, but application is considered on merits, Director to be satisfied with overall competence.
- FON used to communicate important aspects of policy, procedure, Eqt. Compliance with AOCRD and FON essential.
Aerodrome Operating Minimaq
- For all aerodromes, listed in OM or Commander’s brief
- AOM instructions for Commander to appreciate intention AND to decide whether to innitiate/continue approach.
- Commander may apply higher minima in interest of safety.
- Minima for Commanders with limited experience to be established.
Training Manual
- TM to contain all info/instructions required to enable instructors/examiners to conduct their duties.
- TM should NOT contain general tech/pos info, but formal expression of training policy and requirements, guidance for instructors/examiners.
- Copy to have serial number and distribution list.
- Manuscript amendments not accepted.
- Separate part of OM, all training staff to have personal copy
- List of particulars to be included
Training and Examining Staff Qualifications
Schedule 9 (Licenses)
- Authorised examiner (AR initial/renewal, IR renewal) must be sponsored. Authority invalid out of sponsor’s employment.
- Aeroplanes: AE candidate 2000 h ME and high standards in 2 OPC.
- Complete AEX course and successful observation.
- English language skills required to complete course.
- TRE (sim) qualified on type.
- Valid 3 years, renewed by CAD FOI.
Schedule 11 (Public Transport)
- Sched 9 items are included in Sched 11 B OPC, suggested career progression.
Supervision of Examiners
CAD 170
- Inspectors will observe conduct of tests/training.
Periodic Competency Tests
- List covers all Sched 9 and 11 requirements
- Must be recorded in operator’s forms
- PC
- LC
- IAL, includes LVO
- Captain’s route and aerodrome competence
- Handling recency
- SEP
- CRM
PC Initial
- Prior to commencing PT LFUS.
- PC form assures operator pilot is competent.
- Senior Management signed competency statement
- Sched 11 and IAL, circling. Both seats: DCA 528 boxed items
PC - Recurrent
- Required for testing Sched 9 and 11 items (over 3 years)
- ARR fully manual (max automation on 1 or 2 of 6 PC)
- IAL NPA spread over 3 years, circling annually
- CFIT avoidance briefed and considered for each PC.
PC scope of practice and check
(a) Emergency manoeuvres in IMC
(b) selected items from list, all within 3 year period
(c) supplementary questionnaire
Line checks
- NOT intended to determine competency on any PARTICULAR route.
- Test to complete satisfactorily entire line operation, including pre-/post flight.
- Both handling/non-handling and both seats if applicable.
- CRM/Command decision making (best if examiner on jump seat)
- Examiner to be able to assume duty of any pilot in case of failure.
- FINAL LC: Removes ‘under supervision’ restriction.
- ANNUAL LC: 2 sectors. Examiner in control seat: Captain; in jump seat: Not Captain.
- No public transport flights if out of currency/failed.
Instrument Approach Proficiency
- Use IAP in use at aerodrome of intended landing and alternates, includes LVO
- Use all interpreted navaids, met by inclusion in bi-annual PC
- CDFA preferred whenever possible.
Captain’s Route and Aerodrome Competence
- Demonstrate knowledge of route to be flown
- Validity 13 months, revalidate by operating route.
- Less complex routes (A, B) self briefing
- More complex routes (C) fam flight or sim.
Handling Recency
- Min 3 TO and 3 manual LDG within 3 months immediately preceding PT flight.
- Captain at least 1 complete flight involving 1 TO and LDG, may revalidate on PT but not as Captain.
Pilot Quals for operation in with seat
- PF duties including TO/LDG only in seat in which PC completed.
- Captain required to complete PF duties fro RHS to complete additional training.
- Designated Captain (except LTC) will conduct flight from LHS.
- RHS requires valid checks for LHS.
- pilot relieving Captain must demonstrate Sched 11 drill and procedures. If differences between LHS/RHS small, may be conducted from either seat.
