A compound or ionic species that can accept an electron pair from a donor.

What is the octet rule?
A
Atoms tend to form covalent bonds until are surrounded by 8 electrons (except hydrogen).

What is formal charge?
A
The difference between the number of valence electrons in an isolated atom and the number when it is engaged in a covalent bond within a given molecule.

Why do dipoles occur?
A
When molecules share a covalent bond but have different electronegativity levels. The one with the larger electronegativity will have more bonding electrons.
