Safe Speed
Every vessel shall proceed at a safe speed so that she can take proper and effective action to avoid collision and be stopped in a distance appropriate to the prevailing circumstances and conditions
Lookout
Every vessel shall at all times maintain a proper lookout by sight and hearing as well as all available means appropriate in the prevailing circumstances and conditions so as to make a full appraisal of the situation and the risk of collision

although not desirable, the ship may move with caution

Maneuvers should be carried out for emergency purposes only, with the understanding that serious injury may occur.
