what does it mean for a substance to be a strong acid/base or a weak acid/base
a strong acid/base means that it is closer to fully acidic or basic than the neutral point (e.g. 1.3 or 12.9); a weak acid/base means that it is closer to neutral (e.g. 5.7 or 7.9)
