All behaviour is learnt so can be unlearnt

How does it work?
Desirable inmate behaviour is rewarded with a token and then can be exchanged for something desirable

- if staff were inconsistent the benefits were lost due to high staff turnover and low training
- may not be as straightforward as first seen
