Auc 207 Flashcards
FD personnel will NEVER be permitted to operate on track areas unless assured power is off….EXCEPTION?
LIFE IS IN IMMINENT PERIL AND IMMEDIATE ACTION IS REQUIRED TO SAVE LIFE
Whenever evacuation or removal of passengers from a train OTHER than a station, power shall be ordered OFF.
When POWER REMOVAL IS REQUIRED, it shall be accomplished at ALL TIMES via APPARATUS RADIO THROUGH our own DISPATCHER
How can we make Auxiliary contact with DESK SUPERINTENDENT?
ANY TA Police Officer or other employee equipped with TA RADIO
- TELEPHONE at Railroad clerk booths

Immediate Danger and power MUST be shutoff to SAVE LIVES in imminent danger?
A. NEAREST POWER REMOVAL BOX and DESK SUPER must be IMMEDIATELY NOTIFIED via emergency phone (failure to notify will result in immediate restoration of power)
B. power removal box located NEAR blue light
C. in any case, CONFIRMATION WILL BE ASSURED VIA FD RADIO

-ONLY VERIFICATION power has been removed is through FD DISPATCHER
Subway cars can receive power via THIRD RAIL (Contact rail shoes)…whenever members are required to operate under a subway car, request that TA personnel protect these contact rail shoes with?
WOODEN SLIPPERS
If power is reported OFF on our arrival:
- FD dispatcher MUST STILL BE notified to CONFIRM power removal
- trains are instructed to COAST TO NEXT STATION—be aware of this
If conditions do not require power removal, recon may be conducted from?
PLATFORMS OR CATWALKS—by officer and an FF
T OR F…Engine Companies shall NOT connect to a hydrant until fire is LOCATED. Determination of the most direct means to the fire will be made before a line is stretched.
TRUE
- emergency exits may provide better access, however EVACUATING PASSENGERS should be given priority
- when ordered to use Emergency exit..OFFICER shall consult TA exit booklet and assure correct line and track before committing
- All units that have emergency exits in their districts or first response area, should have al members aware of location
-ALL EFFORTS PLACED INTO STRETCHING AND PLACING INTO OPERATION–THE INITIAL HOSE LINE
HT Communications are :
- level to level= POOR
- straight line= FAIR TO POOR
An engine and truck could setup a relay with 2-6 members
Members must maintain their position in RELAY throughout operation, until relieved by?
INCIDENT COMMANDER
HT relay (always setup )?
C.O.R.E. - 100
Truck CHAUFFEUR - BOTTOM of subway entrance stairs..if the TOKEN BOOTH is within 50 YARDS of stairs to street, CONTACT TRAIN DISPATCHER through the clerk(telephone in token clerks booth)..try to obtain additional info for LCO and IC…RELAY the Token booth phone number to Truck Officer in case he needs to contact booth from BLUE LIGHT PHONE
OV- FOOT of stairs LEADING TO PLATFORM if it is within 50 YARDS from LCC
Roof - approx. 50 yards from the STAIRS on the platform for relay
ENGINE OFFICER- 100 yards (line of sight) FROM ROOF FF on the platform
Truck OFFICER- location of the fire
Additional HT equipped members- every 100 yards, if necessary
If conditions are such, that all members are NOT needed in relay, then only members needed to establish an effective relay, starting with?
TRUCK CHAUFFEUR
-any member not needed in relay, as determined by OFFICER, SHALL PROCEED to incident with OFFICER
RELAY COMMUNICATIONS?
Example: LADDER 9 (OFFICER) to LADDER 9 ROOF RELAY.
LADDER 9 ROOF RELAY to LADDER 9 OV RELAY
LADDER 9 CHAUFFEUR RELAY TO COMMAND
note: ONLY OFFICER has NO “ RELAY” ATTACHED to his transmissions
When Field Comm is on the scene..use can be made of their ?
SOUND POWERED PHONES
Depending on route to be taken to access fire (emergency exit/subway entrance), it may be advantageous for Engine IN CLOSE PROXIMITY of that route to be…?
SUPPLIED by RELAY PUMPER
- do not hook up until fire is confirmed
- get FIRST line in operation
- do NOT start water, until assured sufficient hose to reach the fire..once line charged , almost impossible to move
FT -2 tip should be used for :
- safety of hollow stream over solid
- rubber tipped nozzle
- effect FOG STREAM to vent
Can FF SHOULD CARRY A ____instead of halligan hook?
WOODEN HOOK
Truck PERSONNEL should ?
- always work in pairs
- have at least one radio per search team
- use extreme caution with metal tools
Fire UNDER PLATFORM:
a. power removed
b. confirmation of FD dispatcher
c. members POSTED AT EACH END as safety people
d. alternate area of REFUGE assured in case train movement
Fire in Track Area:
- may or may not require power off
- if power is ON…WAIT UNTIL TRAIN COMES INTO STATION and NOTIFY TRAIN OPERATOR that you are walking out on benchwall to extinguish fire —this ASSURES NO TRAINS ARE MOVING on that track
- express track and extinguisher cannot reach, power will need to be removed
ONLY justification for being on the track area with live (energized) 3rd rail power and moving trains…?
CIVILIANS ON TRACKS and we must keep them from 3rd rail to SAVE LIVES
or
IF WE ARE GOING TO BLUE LIGHT PHONE to remove power for LIFE HAZARD (crossing tracks)
TA WORKERS ARE NOT CIVILIANS , THEY ARE trained to be on LIVE TRACKS..
When walking out on benchwall to extinguish fire in track area of a tunnel, OFFICER and CAN FF should be sufficient …other members act as SAFETY PEOPLE.- stationed at platform and opposite platform…notifications of oncoming trains made by RADIO and verbal communications
If a fire starts and ignites the ALUMINUM body of the car…
a serious fire situation will develop with very ACRID smoke and panicked victims…visibility in tunnel will be zero
Evacuation:
- make contact with Train operator or conductor-for access to intercom- have THAT PERSON make announcement
- no intercom—several members walking either on benchwalls or alongside the train can go as far as LAST CAR, notifying people of our presence-critical to control panic
- another way to reduce panic- ADEQUATE LIGHTING-along right of way/train debarkation and close to exit
Order of evacuation?
A. Station through train
B. Train to train
C. LAST RESORT- walking passengers out of tunnel using either roadbed/benchwall
Whenever possible, SMALL FIRES in ties of an elevated railroad shall be handled by ?
HAND LINES operated from STREET BELOW
Aerial /TL must follow these precautions at ELEVATED ROADWAYS:
a. NEVER extend beyond the railing where they could be exposed to track/train
b. initial survey performed by officer, before committing to operations at track area
c. SMALL RUBBISH or tie fires in proximity to RAISED AERIAL/TL shall be extinguished with 1 3/4” line from Aerial/TL, with no track entry attempted
Fuel Spill close to grating/main entrance…DIKING, BY:
A. sand/earth
B. planking
C. several lengths of hose, charged, encircling spill -followed by FOAM LAYER
When power is removed from 11,000 VoltS AC Overhead Catenary Line, members must b alert that there still remains STATIC ELECTRICAL current in such lines…verification that all power has been removed from these lines, is made by?
RAILROAD ELECTRICIANS and technicians at the site
NEVER step on 3rd rail, walk OVER IT (even when power is off)…
Whenever members are committed to the track area, FF’s shall be assigned in pairs to WARN of TRAIN TRAFFIC
Member directed to halt traffic, will accomplish this how?
LIGHT- CHEST high/horizontal in 4 feet wide motion
- limit amount of personnel committed to the track area, rarely does entire unit need to be on tracks
- have pre selected area of safety
NEVER assume power is OFF when railroad personnel is on tracks—they operate “live”
-ALWAYS operate as if power is on (even when confirmed off)
BLUE LIGHT:
P.E.T.
Power removal box (near)
Extinguisher- dry chem
T-telephone/blue light phone
When operating Blue Light Phone…?
remove handset depress button –keeping button depressed AT ALL TIMES–releasing button, will terminate call
- dial 4 digit number FIRST for DESK SUPER
- if 4 digit doe not work–dial 2 alternated numbers
Power Removal Box may NOT necessarily be located under blue light….
IN PROXIMITY or ACROSS FROM TRACKS (you may cross live tracks to access this power removal box—only when LIFE IS IN PERIL)
An OOS Power Removal Box will be covered with a bag…bag will be ?
WHITE w/ red lettering–“Out of Service”
-if this is encountered, use the TELEPHONE to Rail Control Center
Blue Light Phone has communication link to TOKEN BOOTH and are part of Centrex system (Very similar to FD system)….
Same exchange- dial last 4 digits to contact another telephone number (exchange is first 3 digits)
Different exchange- replace 3 digit with 2 digit access code before dialing the 4 digit number
These codes should be listed inside the Blue light phone box
If the Truck Officer did not obtain the TOKEN BOOTH telephone number, he can use BLUE LIGHT PHONE to contact Desk Super AND …
REQUEST DESK SUPER to relay BLUE LIGHT PHONE to BOROUGH DISPATCHER–who shall relay to Chief Officer
-TO USE TOKEN BOOTH Phone-(conventional phone)–have clerk pass through window
Chief Can call Blue Light phone—buzzer (not ring)
If any contact shoe is on third rail, all contact shoes will be energized…T OR F?
TRUE
Cut Outs–When passing a cut out and train is coming, you should proceed to which cut out?
GO BACK to the cutout JUST PASSED
-reduced profile maneuver
Dry Chem at POWER REMOVAL boxes found along right of way, every ?
600 feet
All under river tubes are equipped with?
WET STANDPIPE SYSTEMS
-siamese connections on each end
Gate valves with FD threads every 200 feet
