What are assessments
Performed by PM to quantify sums due or not due
What are certificates
Issued by PM to define the project status by signifying an event happening or not happening
The expression in a definite form of the exercise of the judgement, opinion or skills of the engineer, architect or surveyor in relation to some matter provided for by the terms of the contract
What are notices
Issued by Contractor/PM/Supervisor to inform the other party of a contractual situation
Intended to have contractual standing
Different types of certificates
Interim (payment)
Events (completion, non-completion, final assessment, defects & making good defects)
What is included in final assessment certificate
Conclusive evidence of: (53.3)
Supervisor satisfaction of quality
All changes reflected in the Prices / PWDD, Key Dates and the Scope
All contractor CE quotations have been assessed and accepted/rejected
Can only be opened up during dispute resolution provided the escalation ladder is followed
When would a certificate be set aside
If not issued in the correct format (as defined in contract)
If not issued on time (as defined in contract)
If PM has certified something not entitled to certify
If PM has collided with one of the parties
If the Client has influenced the PM’s decision

Prevention of loss for both parties
Maintenance of the agreement
Message from one party to another
Of contractual standing
