- Invited South Vietnam to SEATO.
- Sent CIA agents to Saigon.
- Used propaganda in support of Diem and didn’t force Diem to hold an election in 1956.
- Tried to make Diem reform land for peasants.

- Cut off support peasants gave to Vietcong by moving them to ‘Hamlets’ with barbed wire and ditches.
- Kennedy supported this.
- 2/3 of the population were angry about being moved, and joined the Vietcong.
- Kennedy had to send more advisors as a result.
