administrative adjudication
the process by which an administrative agency issues an affirmative, negative, injunctive, or declaratory order
- The agency adopts the process of rule making or adjudication.
administrative discretion
refers to the flexible exercising of judgment and decision making allowed to public administrators
- Administrative discretion has the freedom to make a choice on any potential courses of action.
cabinet departments
government agency that directly supports the work of the government’s central executive office, usually the cabinet and/or prime minister, rather than specific ministerial portfolios
-The Cabinet includes the Vice President and the heads of 15 executive departments.
civil service system
A system of hiring and promotion based on the merit principle and the desire to create a nonpartisan government service
- The majority of teachers, librarians, and public safety professionals work in the civil service system.
Department of Homeland Security
a cabinet department of the U.S. federal government with responsibilities in public security, roughly comparable to the interior or home ministries of other countries
- The goal for the Department of homeland security l is to prepare, prevent, or respond to domestic emergencies, particularly terrorism.
federal bureaucracy
performs three primary tasks in government: implementation, administration, and regulation
-When Congress passes a law, it puts down guidelines for new policies.
federal register
a daily publication of the US federal government that issues proposed and final administrative regulations of federal agencies
-The Federal Register is published every day by the National Archives and Records Administration.
government corporations
a company that is owned by the government and operates with the same independence of a private business, except that the owner is the government
-PBS is a government-owned corporation.
G.I. (Government Issue) Bill
College or home buying benefits for military veterans; Now the Montgomery GI Bill which includes dependence privileges
- The G.I. Bill only qualifies those that contribute $100 a month for the first 12 months, if you are in active duty, if you have completed High School or you have served at least 2 years on active duty.
great depression
the financial and industrial slump of 1929 and subsequent years
-The Great Depression was an economic depression that started in 1929 and lasted until the late-1930s.
great society
a domestic program in the administration of President Lyndon B. Johnson that instituted federally sponsored social welfare programs
-The main goal of great society, was to have the total elimination of poverty and racial injustice.
hatch act
limits certain political activities of Federal employees both on and off duty
- The purpose of the hatch act is to maintain a federal workforce that is free from coercion.
implementation
the process of putting a decision or plan into effect; execution
independent executive agencies
a federal agency that is not part of a cabinet department but reports directly to the president
independent regulatory commission
an agency outside the major executive departments charged with making and implementing rules and regulations to protect the public interest
inter agency councils
working groups created to facilitate coordination of policy-making and implementation across a host of governmental agencies
iron triangle
a unique relationship between bureaucracy, congressmen, and lobbyists that results in the mutual benefit of all three of them
issue networks
are an alliance of various interest groups and individuals who unite in order to promote a common cause or agenda in a way that influences government policy

merit system
the process of promoting and hiring government employees based on their ability to perform a job, rather than on their political connections
- It is the opposite of the spoils system.
patronage
Granting favors or giving contracts or making appointments to office in return for political support
- Political patronage can include the exchange of money for political support.
pendleton
United States federal law enacted in 1883 that mandated that positions within the federal government should be awarded on the basis of merit instead of political affiliation
-The pendleton act required qualified people to be elected to governmental offices based on their merit.
policy coordinating committees (PCC´s)
Management of the development and implementation of national security policies by multiple executive departments and agencies typically shall be accomplished by the PCCs, with participation primarily occurring at the Assistant Secretary level
-The policy coordinating committees (PCC´s)are committees that may receive unlimited contributions from individuals, corporations, labor unions and other PACs
regulations
directive made and maintained by an authority
-An example of a regulation is a law that prevents alcohol from being sold in certain places.
