Is a force that is likely to cause, or that a person knows or should know would create a substantial risk of causing, death or serious bodily harm or injury.

What is FPCON ALPHA
Applies when there is an increased general threat of possible terrorist activity against personnel or facilities, the nature and extent of which are unpredictable
What is FPCON BRAVO
Applies when an increased or more predictable threat of terrorist activity exists.
What is FPCON Charlie
Applies when an incident occurs or intelligence is received indicating some form of
terrorist action or targeting against personnel or facilities is likely
What is FPCON Delta
Applies in the immediate area where a terrorist attack has occurred or when
intelligence is received that terrorist action against a specific location or person is imminent
What is FPCON NORMAL
Applies when a general global threat of possible terrorist activity exists and warrants a routine security posture
USE OF FORCE CONTINUMIM:
- Presence (i.e., armed, uniformed watchstander)
- Verbal Commands (i.e., personal communication skills)
- Soft Controls (i.e., escort, handcuffs, flexcuffs)
- Hard Controls (i.e., hand and knee strikes, MACH Takedowns)
- Non-Lethal Force (i.e., OC Spray, collapsible baton, military working dog [MWD])
- Deadly force (i.e., 9mm pistol, 12-gauge shotgun).

Defense in Depth:
The siting of mutually supporting defense positions designed to absorb and progressively weaken attack, prevent initial observations of the whole position by the enemy and to allow the commander to maneuver the reserve.

Terrorism
The United States Department of Defense defines terrorism as the calculated use of unlawful violence or threat of unlawful violence to inculcate fear; intended to coerce or to intimidate governments or societies in the pursuit of goals that are generally political, religious, or ideological.
Counter Terrorism
The practices, tactics, techniques, and strategies that governments, militaries, police departments and corporations adopt in response to terrorist threats and/or acts, both real and imputed.
(A) Assessment Zone
1000 Yards from the skin of the ship
i.e: radio contact, ships horn
(B) Warning Zone
300 Yards from the skin of the ship
i.e: flares, Long Range Acoustic Device (LRAD), LA/9P Laser Dazzler, warning shots
(C) Threat Zone
100 Yards from the skin of the ship
Naval Vessel Protection is a United States Coast Guard regulation that states
All vessels within 500 yards of a U.S. Naval vessel shall operate at the minimum speed necessary to maintain a safe course and shall proceed as directed by the official patrol (senior naval or Coast Guard officer present).
(b) No vessel is allowed within 100 yards of a U.S. naval vessel.
(c) Vessels requesting to pass within 100 yards of a US naval vessel
shall contact official patrol on VHF Channel 16 and follow their direction.
(d) Commercial vessels at anchor may remain at anchor if a naval vessel passes them within 100 yards.
(e) Violations of the Naval Vessel Protection Zone are felonies, punishable by up to six years in prison and fines up to $250,000
