Describe special VFR clearance:

A
  1. Must be requested by Pilot. ATC will never offer unless pilot asks for it
  2. Must maintain 1SM visibility and remain clear of clouds
  3. Must hold at least a PPL (during the day), if at night, the pilot must be IRA and plane must be IFR equipped
