NO… there is no DUMP function in manual mode. HOWEVER, the packs and recirculation fans are still shutdown.

Explain what transpires between low pressure and high pressure engine bleed sources
The AMS controller automatically selects between low and high pressure air. That is the reason we must be careful when advancing the throttle during engine start. As a result the AMS controller might select low pressure air thus losing the pressure required for engine start.
If there is a bleed leak, overpressure or fail condition, what does the controller do?
It shuts down the bleed air system by closing the engine bleed valve.
If anti ice is selected while the APU is providing bleed air, what does the AMS controller do?
It shuts the APU bleed valve
