experiencing or at risk of abuse or neglect
as a result of those care and support is unable to protect themselves from either the risk of, or experience of abuse or neglect

- local council must involve people in decisions about their care and and support needs
- if a person does not have anyone available to help they have a right to an independent advocate
- advocate works independently of the local authority and appointed under the care act
what does an independant advocate do
1) Safeguarding people who are vulnerable and discriminated against
2) empowering people who need a stronger voice by enabling them to express their own needs and make their own decisions
3) enabling people to gain access to information, explore and understand their options and to make their views and wishes known
4) speaking on behalf of people who are unable to do so for themselves
