What are finance limitations of the agencies in achieving social control
Government spending cuts mean that agencies cannot achieve social control effectively:
>for the police: there was a 19% reduction in funds between 2010-2018 led to fall of 20,000 police officersz
>cps also between 2010-2018 waiter of the budget was cut staff members decrease cps are unable to investigate crimes effectively.
>prisons between 2010-2018 budget fell by 16% and staff levels declined prisons become overcrowded meaning opportunities become limited eg education.
>probation is not effective due to staff shortages inadequate safeguarding of victims.
What are the limitations of agencies in achieving social control (crime committed by those with moral imperatives)
Moral imperative is a strong sense of what is right. Some people think that breaking the law is necessary to do the right thing.
>kay gilders broke the law when assisted her daughter suicide. Her daughter was seriously ill for 17 years. In cases like this the offender may be charged leniently or acquitted.
What are the limitations of agencies in achieving social control (access to resources)
-> most offenders are released on Friday: this means it’s more difficult to get support they need before the weekend eg shelter health support apply for benefits and see their probation officer.
-> most places shut on weekdays after 4-5 o clock and if an individual does have family they will sleep rough and could reoffend.
-> probation officers do not work over the weekend therefore sets up offenders up for failure.
What are the limitations of agencies in achieving social control (environment)
-The environment ex offender return to can have a substantial impact on recidivism.
-The prison reform trust found people are less less likely to offend if they have family visits.
-68% of prisoners had no such visits offenders are also less likely to offend if they live with immediate family on release which only 61% of offenders do so.
-needs ti be support for offenders once they are out of prisons to prevent them from reoffending.
-finding employment can be really difficult 12% of employers said they had employed someone with a criminal record.
What are the limitations of agencies in achieving social control (local and national policies)
-National government policies: under the criminal justice and public order act 1994, police were given the ability to stop and search for weapons without reasonable suspicion.
-however this changed in 2019 the serious violence strategy was brought into place which increased police power and collaborations with agencies eg schools to support children at risk.
Local policies: local needs sometimes lead to local policies being made for example is weapons amnesties, people can surrender illegal weapons without fear of prosecution (eg. Knife’s)
