F. Suspected Explosive Devices

A. In the event a CO receives or discovers a suspected explosive device they SHALL:

a. NOT OPEN, MOVE, or DISTURB the package or object.
- NOT put package / object in water or a confined space. (ex. a desk or file cabinet.)

b. Notify a supervisor (BIC) immediately using a landline. Do not use cellular telephones or portable radios. 🚨

c. Open Windows, if possible.

b. Respond to scene, review actions taken and determine if additional personnel are needed.

8.60 Hostage Situations

A. CO SHALL, in the event of a hostage situation:

  1. Not take any action that would jeopardize the safety of the hostage(s).
  2. Confine the situation to its current location.
  3. Evacuate all non-essential personnel and seal the immediate area.
  4. If first there, assume command until properly relieved.

A. CO SHALL notify the appropriate uniformed supervisor in the event of a group demonstration, unusual crowd
condition, or unlawful assembly.

B. SHALL NOT engage in debate, negotiation, antagonistic behavior,
or prolonged conversation when dealing with a demonstrator or during a
demonstration. 🚨

8.80 Hazardous Materials
DEFINITION:

Hazardous Materials are any chemical, biological or radiological substances
which are believed to be dangerous to health. ANY SUSPECTED HAZARDOUS MATERIAL SHOULD BE CONSIDERED DANGEROUS AND SHOULD NOT BE HANDLED OR REMOVED EXCEPT BY PROPERLY TRAINED AND EQUIPPED PERSONNEL. 🚨

  1. IMMEDIATELY notify the appropriate uniformed supervisors.

UCS has been authorized to become a PAD (Public Access Defibrillator) Provider. CO’s SHALL be trained and currently certified to utilize Automated External Defibrillators (AEDs) under certain conditions to treat
victims of cardiac arrest.

  1. Any officer who utilizes an AED in connection with the emergency
    treatment of an individual, SHALL immediately notify the Commanding Officer, who will, in turn, immediately notify The Department of Public Safety at 914-824-5706.
