11.03 IS-700 NIMS: National Incident Managment System Flashcards
National Incident Management System
IS-700 (NIMS)
⭐Standardization:
The NIMS principle of standardization supports interoperability among multiple organizations in incident response. 🚨
NIMS defines:
Standard organizational structures that improve integration and connectivity among organizations.
Standard practices that allow incident personnel and organizations to work together effectively.
⭐COMMON TERMINOLOGY:
Enables effective communication.
National Incident Management System
IS-700 (NIMS)
Major Components of NIMS (1/3):
1.⭐Resource Management:
Typing Resources:
Resource typing defines and catagorizes incident resources by CAPABILITY. 🚨
Resource typing establishes common definitions for capabiities of personnel, equipment, teams, supplies, and facilities, both before and during incidents in order to allow organizations to more effectively share resources when needed.

Major Components of NIMS (2/3):
- Command and Coordination:🚨
Describes leadership roles, processes, and recommended organizational structures for incident management at the operational and incident support levels
and explains how these structures interact to manage incidents effectively and efficiently.

Major Components of NIMS (3/3):
- Communications and Information Management:🚨
Describes systems / methods that help incident personnel and other decision makers have the means and information they need to make and communicate decisions.

⭐Resource Management
- Acquiring, Storing and Inventorying Resources:
In NIMS, INVENTORYING RESOURCES refers to preparedness activities conducted OUTSIDE of incident response; resource tracking occurs during an incident. 🚨

⭐Resource Management
- Order and Acquire:
If identified resource requirements are available locally they will be activated or ordered. 🚨

⭐Resource Management
- Track and Report:
Enables resource coordination and movement.🚨
National Incident Management System
(NIMS) IS-700
⭐Resource Management
- Demobilize:
Managers begin planning and preparation for the demobilization process at the same time they begin mobilizing resources. 🚨
National Incident Management System
(NIMS) IS-700
⭐Managment by Ojectives include:
Developing and issuing assignments, plans, procedures and protocols to accomplish tasks.🚨
National Incident Management System
(NIMS) IS-700
⭐Manageable Span of Control:
Span of control refers to the NUMBER of SUBORDINATES that directly report to a supervisor.🚨
National Incident Management System
(NIMS) IS-700
⭐Chain of Command:
Chain of command refers to the orderly command hierarchy within an incident management organization.🚨
National Incident Management System
(NIMS) IS-700
⭐Unity of Command:
Unity of command means that each individual reports to only one designated supervisor.🚨
- Eliminates confusion caused by conflicting instructions.🚨
National Incident Management System
(NIMS) IS-700
⭐Information and Intelligence Management:
Managed by the Incident Management Organization through established processes for:🚨
Gathering
Analyzing
Assessing
Sharing
Managing

(NIMS) IS-700
⭐Unified Command:
Unified Command enables different jurisdictions and organizations to jointly manage and direct incident activities through a common set of incident objectives, strategies and a single incident
action plan.🚨
National Incident Management System
(NIMS) IS-700
⭐Command Staff:
The Command Staff are incident management personnel that the Incident Commander or Unified Command assign to directly support the command function.🚨
The Liason Officer who serves as the incident command’s point of contact for
organizations not included in the Incident Command or Unified Command.🚨

⭐ICS - Incident Facilities:
The Incident Command Post (ICP) - location of the tactical-level, on-scene incident
management (Incident Commander or Unified Command and Staff).🚨
Staging Areas - TEMPORARILY POSITION and ACCOUNT for personnel, supplies, and equipment awaiting assignment.🚨
Incident Base - location at which personnel conduct primary support activities (may be co-located with the ICP).🚨
Camps - satellites to an Incident Base, established where they can best support incident operations by providing food, sleeping areas, sanitation and minor maintenance / servicing of equipment.🚨
National Incident Management System
(NIMS) IS-700
Emergency Operations Centers (EOC):
ICS is used to manage on-scene, tactical-level response: EOCs are OFF SITE locations where staff from multiple agencies come together to support the on-scene ICS.🚨
National Incident Management System
(NIMS) IS-700
ICS or ICS-like EOC Structure:
EOCs configure using the standard ICS organizational structure, either exactly as it is performed in the field or with slight modifications.
The structure is familiar and it ALIGNS with the on-scene incident organization.🚨
National Incident Management System
(NIMS) IS-70
MAC Group Definition and Composition:
Multiagency Coordination Groups (MAC Group) are part of the off-site incident management structure of NIMS.🚨
Make cooperative multi-agency decision🚨
National Incident Management System
(NIMS) IS-700
MAC Group Definition and Composition:
The MAC Group DOES NOT perform incident command functions, nor does it replace the primary functions of EOCs or other operations, coordination, or dispatch organizations.🚨

Communications and Information Management:
Effective emergency response depends on communication—the ability to maintain situational awareness through the constant flow of information.🚨
National Incident Management System
(NIMS) IS-700
Communications and Information Management:
Reliability, Portability, and Scalability:🚨
Reliable - familiar to users, adaptable to new technology and dependable in any situation. 🚨
Portable - can effectively be transported, deployed, and integrated to enable support of incidents across jurisdictions.🚨
Scalable - able to expand to support situations, from small to large scale, and support the rapid increase in the number of system users.🚨
National Incident Management System
(NIMS) IS-700
Communications and Information Management:
Resiliency and Redundancy:🚨
Resilient and redundant communications ensure the uninterrupted flow of info.🚨
Resiliency - systems can withstand and continue to perform after damage or loss of infrastructure.
Redundancy - when primary Communication methods fail, duplicate systems enable continuity through alternate communication methods.
National Incident Management System
(NIMS) IS-700
Policy and Planning:
All STAKEHOLDERS should be INVOLVED in COMMUNICATIONS PLANNING to formulate integrated and interoperable communications plans, technology and equipment standards.🚨

(NIMS) IS-700
Incident Information:
During an incident, timely and accurate information assists decision making at all levels. Include:
Aiding in planning🚨
Determining incident cost🚨
Identifying safety issues🚨

Incident Information:
Include (Cont.):
Communicating with the public, including emergency protective measures
Assessing the need for additional involvement of non-governmental organizations or private
sector resources
Resolving information requests

(NIMS) IS-700⭐Technology Use and Procedures:
Include:🚨
- Radio and Telephone Systems
- Public Warning and Notification Systems
- Hardware, software, and Internet based systems such as Geospatial Info. Systems (GIS) and Incident Management Software.
- Social Media
Personnel use technology tools increase situational awareness for both incident management and pubic.
National Incident Management System
(NIMS) IS-700⭐Technology Use and Procedures:
Social Media:🚨
Provide unique considerations and tools for incident management that can support activities such as:
- Information monitoring and gathering
- producing maps and incident visualizatons
- matching information resources to identified needs.
