Other than at the start of a tour, when a company is reduced by more than one Firefighter (that is, to three Firefighters or less) the Battalion shall arrange a detail to bring the manpower in that unit up to four, forthwith. If any delay in providing the required manpower will be incurred, the Officer-on-Duty shall notify the dispatcher, Battalion, and Division. In the event a response is received to which the unit is assigned, notify the dispatcher that the unit is responding “Under Staffed.” The dispatcher, when notified, shall special call another unit (Engine for Engine, etc.) to respond in addition to the under staffed unit. Any Firefighter 6th Grade with less than six months service; however, where all reasonable efforts to cover units with Minimum Manning have been exhausted in accordance with Section 4, Firefighter 6th Grades with less than six months service
may work MMOT on the tour in question.
MMOT tour assignments shall be offered to members through the Officer-on-Duty, in the following order and on the basis of the lowest number of hours offered during the current calendar year:?
If hours offered are equal the senior member shall be given preference.
- 1.1 Firefighters working their second tour of duty.
- 1.2 Firefighters working a mutual exchange of tour.
- 1.3 Firefighters working their first tour of duty and who will be available due to a mutual exchange of tour.
- 1.4 Firefighters off-duty who have more than 45 MMOT average hours worked or offered less than the Battalion MMOT average hours worked or offered, and has indicated a desire to perform MMOT.
- 1.5 Firefighters on Details who are assigned to the Battalion for MMOT purposes.
- 1.6 Any other eligible Firefighter that the Battalion can contact who is willing to work MMOT.
- 1.7 After all Firefighters mentioned above have been canvassed, and if there is no eligible Firefighter who can be ordered to perform overtime pursuant to Section 5.2 herein, a Firefighter 6th Grade with less than six months of service.

It is anticipated that details to another unit will be made in advance so that Firefighters will
arrive at the detailed unit prior to the start of the tour. When such details cannot be made prior to the start of the tour they may made at the beginning of the tour, i.e. such details may be accomplished within the limits of the tour. A. Compensation for forty-five minutes travel time when detailed to a unit within the borough in which the Firefighter’s permanent unit is located and/or when returning beyond the Firefighter’s regular tour of duty to the Firefighter’s permanent unit from detail within the same borough, when not scheduled to work the succeeding tour.
B. When Firefighters are detailed to another borough, compensation shall be for one hour and fifteen minutes travel time when so detailed and/or when returning from a detail to another borough.
No eligibility for portal to portal compensation shall accrue in the following instances;
- 1.1 The Firefighter travels during his regular tour of duty.
- 1.2 The detail is for any training assignment or to any training location.
- 1.3 The Firefighter is detailed while on light duty status.
- 1.4 The Firefighter detailed is assigned to the Limited Service Squad.
- 1.5 The Firefighter detailed is assigned to a manpower pool.
- 1.6 The Firefighter is detailed to or from a unit in the same or adjacent quarters.
- 1.7 The Firefighter is engaged in a mutual exchange of tours with a Firefighter of another unit.
- 1.8 The Firefighter is hired for and earns overtime in another unit.
For purposes of computing the Battalion Average of members in the MSOT pool on the MSOT Printout, the following employees shall be excluded?
- All Probationary firefighters.
- All members who have $0.00 MSOT earnings during the preceding 52-week period.
When can a UFA delegate obtain a replacement for the 6 hour excusal time?

Only when citywide staffing is “C” level or below, shall a delegate obtain an eligible replacement for the six-hour excusal time. Vacancies specifically created as a result of Union excusals shall only be paid at straight-time pay rate. Administrative Battalions shall approve all Union excusal replacements based on the above staffing criteria.
