  • foreign situation (France & Habsburgs made peace, England isolated, fears of Catholic crusade)
  • marriage to Anne of Cleves (unnecessary, France & Habsburgs soon at war again, unlikely as given title Earl of Essex soon after)
  • factional politics -> Catholic faction able to entice H with Norfolk’s second niece CH
