Opposition from southern Democrats in Congress and YT-dominated southern state gov forced Roosevelt administration to withdraw black. A representation on FSA committees.
Also, the fact that in 1938, a second Agricultural Adjustment Act was passed by Congress but, like the first act, it gave a little support.
